IHM 11.0 Inventory of hazardous material |

1. APPLICATION
This procedure applies for all vessels in Company.
2. COMPLIANCE REGULATION REQUIREMENT
The IMO adopted the Hong Kong International Convention for the safe and environmentally sound recycling of ships in 2009. Aimed at ensuring that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and safety or to the environment.
In addition, the Convention seeks to ensure the proper management of hazardous materials on board ships during normal operations (prior recycling).
The EU, published "Ship Recycling Regulation" (EUSRR) Regulation (EU) No 1257/2013 in December 2013. As per EU, “For all ships flying either a flag of an EU Member State or any other country that calls EU ports”, shall have on board an approved SoC IHM when calling at a port or anchorage of an EU Member State after 31/12/2020.
3. OBJECTIVES OF IHM
The objectives of the inventory are to provide vessel-specific information on the hazardous materials present on board, to protect the health and safety of personnel onboard and to allow for planning of waste disposal by ship recycling facilities to prevent environmental pollution.
4. PROCESS OF OBTAINING IHM – STATEMENT OF COMPLIANCE (SOC)
- For new delivery:
- IHM Part-I and SoC prior vessel’s delivery from ship building yards basis
- Material Declarations (MD) and
- Suppliers Declaration of Conformity (SDoC)
- Location of hazardous material
- For existing ships:
- Engagement of a hazardous material expert company
- A visual and sampling check plan (VSCP) will be prepared
- Vessel attended by an expert for inspection and sample collection.
- Samples will be analyzed in laboratory
- IHM Part-I will be prepared
- Initial survey will be carried out by a qualified surveyor to issue SoC valid for 5 years
IHM Part-I
- IHM Part-1 needs to be kept onboard, covering items listed below:
- For compliance with IMO’s Hong Kong Convention: Table A & Table B of Resolution MEPC.269(68) ‘Guidelines for the development of IHM’
- For compliance with EUSRR: Annex I and Annex II of Regulation (EU) No 1257/2013
- Update any new addition of equipment, by listing the hazardous material, as applicable.
- MDs and SDoCs to be attached for new equipment.
- Every 5th year ship will be subjected to renewal survey.
IHM Maintenance Manual
- IHM Part-1 to be kept updated either using an electronic / digital maintenance manual, or a physical copy of maintenance manual, as per IHM 11.0 A1 Annex 1 - IHM maintenance manual.
- Chief Engineer shall be the designated person to oversee the inventory and its maintenance.
- MDs and SDOCs of new installations, stores and spares to be maintained
- Consumption of items with hazardous material above threshold value to be tracked and updated
- Maintenance manual will need to be presented at the time of renewal and / or at the time of annuals.
- PSC and other authorities may check maintenance manual for compliance purpose.
Requirement Prior Recycling
- Prior recycling a ship, an inventory of Hazardous material for IHM Part II and III needs to be prepared
- IHM Part II – Operationally generated waste
- IHM Part III – Ship Stores
- Based on IHM Part I, II & III a recycling facility will prepare Ship Recycling Plan.
- These will be verified by surveyor through a final onboard survey.
- The vessel will be then issued Ready for Recycling certificate (RFRC) valid for 3 months (the duration within which the vessel can be dismantled at the assigned facility).
IHM Part-II
- Any wastes listed in Table C (Potentially hazardous items) of Resolution MEPC.269(68) ‘Guidelines for the development of IHM’
- Waste which are to be delivered with the ship should be estimated.
- List out approximate quantities and locations in Part II of the IHM
IHM Part-III
- Part III of the IHM contains three different sections:
- Stores: Any stores which are to be delivered with the ship should be listed in terms of the unit (e.g. capacity of cans and cylinders), quantity and location on board.
- Liquids and gases sealed in the ship’s machinery and equipment:
- The approximate location and quantity of liquids and gases integral to ship’s machinery and equipment, listed in Table C (Potentially hazardous items) of Resolution MEPC.269(68) ‘Guidelines for the development of IHM’.
- Small amounts of lubricating oil, anti-seize compounds and grease applied to or injected into machinery and equipment to maintain normal performance are exempted from inclusion.
- The quantity of liquids and gases listed in Table C (Potentially hazardous items) of Resolution MEPC.269(68) ‘Guidelines for the development of IHM’.
- Regular consumable goods potentially containing hazardous materials (e.g. televisions, refrigerators etc). A list with a general description: name of the item, manufacturer, quantity and location; for items listed in Table D (Regular consumable goods potentially containing hazardous materials) of Resolution MEPC.269(68) ‘Guidelines for the development of IHM’.
