1. APPLICATION
This document applies to all Chemical Tankers managed by Company.
2. PURPOSE
The purpose of this document is to provide a general introduction to operation of chemical tankers managed by Company, with emphasis on responsibilities.
3. REFERENCES
All procedures within CTM are designed to be complemented and used together with:
- ICS Tanker Safety Guide (Chemical)
- IMO Code for the construction and equipment of ship carrying dangerous chemical in bulk (IBC or BCH Code)
- International Safety Guide for Oil Tankers and Terminals (ISGOTT)
- Mooring Equipment Guidelines (OCIMF) and Effective Mooring (OCIMF)

4. RESPONSIBILITIES
Master shall:
- Ensure Proper planning and conduct of cargo operations
- Check and verify tank cleaning plan and stowage plan
- Check and Verify of Cargo plans (CHEM 01) prepared by C/O
- Ensure precautions are observed during Cargo and tank cleaning operations as required by:
- all the relevant statutory Regulations and
- COMPANY requirements on Safety and Operational procedures
- Arrange workload in port to ensure sufficient rest for crew
Chief Officer shall under the supervision of the master:
- Prepare cargo plan in compliance with voyage orders
- Monitor all cargo and ballast operations on board
- Ensure correct operation and control of all cargo equipment
- Monitor vessel’s stress and stability
- Throughout the cargo and ballast operations, and
- During the voyage.
Cargo Watch Officers shall:
- Assist in cargo and ballast operations as instructed by the Chief Officer
- Ensuring that a proper deck and security watch is maintained
- Ensure watch personnel don appropriate Personal Protective Equipment
Chief Engineer shall:
- Ensure operational readiness of all machinery required for cargo/ ballast operations
- Advise C/O of any bunker transfer which may affect the ship’s trim/ stress/ stability
Deck Crew shall:
- Assist in loading operations and tend to moorings & gangway
Manning levels
Master shall ensure adequate level of manning to ensure that cargo operations are carried out safely, and that emergency situations and security can be managed at all times.
Details of manning levels on the vessel and the terminal/shore should be discussed during the pre-transfer conference to ensure all parties involved in the ship/shore interface are fully aware of the availability of staff to handle operational and emergency situations.
Minimum cargo watch manning levels requirement as follows:

Note:
- Pumpman and other ratings cannot be delegated immediate responsibility of cargo related operations whether the vessel is at sea or in port.
- Cargo related operations must be supervised by a certified deck officer at all times.
