1. APPLICATION
This document applies to Masters and all other officers onboard vessels managed by Company.
2. PURPOSE
The purpose of this document is to specify requirements for training of ship’s personnel.
3. REQUIREMENTS
- A variable training program to establish under Master’s Supervision
- To provide proper training seaman and to upgrade qualifications as necessary
- The training program will have multiple purposes of providing qualified seamen
- Purpose to assist sea staff through certification and qualifications for promotion
- The purpose of the training program to increase health and safety on board
4. RESPONSIBILITIES
On board training responsibilities lie with all ship’s personnel:
- Master: To ensure that emergency drills and trainings are carried out.
- Master: To ensure, establishing a Training program so that all officers and crew are able to follow with requirements
- Training of onboard personnel is an integral part of the company’s competence management system
- The training matrix is strictly followed for onboard staff
Note:
HSSEQ-03 Schedule of drills must be used for drills & training. FOM 2.10 to be used for scheduled shipboard training.
5. IN-HOUSE GENERAL TRAINING
Company to sponsor and carry out “in-house” training on matters dealing with safety, health, operational matters regularly. Maintenance standards, environmental protection, record keeping, and other subjects are to be discussed during training.
A complete record of all courses attended by each sea-staff must be maintained. Training reports are to be filed by the head office training department and/or appointed manning agents.
6. ON BOARD SAFETY TRAINING & FAMILIARIZATION TOUR
After joining the vessel, a guided induction tour is taken by the safety officer or another member of the ship’s safety committee for all joiners. Attendance is compulsory even for those who are re-joining and already familiar with the vessel. Details of the familiarization tour are in the Safety Management System (SMS).
Items of particular focus are:
- Lifesaving equipment (location, signal)
- Fire-fighting equipment (location, signal)
- Escape routes, exit points
- Any significant hazards onboard (cargo, chemicals, etc.)
- CBT Training via the Seagull training system is available for the participation of all officers and crew onboard the vessel. Seagull produces a company-specific training matrix for each type of vessel under its management.
7. APPROVAL FOR TRAINING
Participation in shore-based internal and external training courses must be approved in advance. The group training manager manages overall planning, coordination, and approval of training for all officers and ratings. He prepares and tracks the training costs within the approved budgets for the Company. Company-appointed manning agents send training reports to the Group Training Manager on a monthly basis.
8. SHORE BASED ASSIGNMENTS/TRAINING FOR SENIOR OFFICERS
Company’s training policy gives career opportunities for our Senior Officers from the sailing fleet by providing them career-enhancing shore-based assignments.
Good performing Senior Officers are rotated through one-month office assignments with the aim of improving onboard understanding of the shipping business as well as improving understanding for the non-mariner shore personnel.
During the period ashore, senior officers are entrusted with assisting with the following areas under the direction of the person(s) in charge for each area:
- Company human element program
- Review/Development of SMS procedures
- Onboard training
- Review company competence management system
- Review of manning agents performance
- Attend vessels to support marine/technical visits and pre-vetting/inspections
- Incident investigation and root cause analysis
- Review corrective actions, preventative actions, and recommendations from investigations and analysis of accidents
9. FOLLOW UP ON CLOSING OF THE INSPECTION OBSERVATIONS
- Assist crewing operations and assessments of new candidates
- Assist with review of all safety-related reports from vessels and other similar reports from other sources
- Liaise with vessels on matters related to HSSEQ
- Assist with budget preparing and monitoring, purchasing, and accounting procedures
Senior officers selected for shore-based assignments can go to any Company Office or its appointed Manning agents at the discretion of the Company. These assignments are used to determine suitability for promotion to a higher rank or to provide an opportunity to check a person’s suitability for permanent shore-based positions.
10. TRAINING FOR OFFICERS AND CREW
- Group training manager coordinates & plans for training.
- Company officers and crew must attend as much as possible and, upon completion of each contract, undergo the training or upgrading courses after assessment of qualification and shipboard appraisal.
- Senior officers and engineers to attend training at appropriate training institutions to gain their highest qualification.
- GP and Watch-keeping course is mandatory training for ratings.
- Catering personnel to take culinary courses offered by training centres.
11. IN-HOUSE TRAINING
Company to hold training courses at suitable locations on a regular basis. Company itself to conduct the program or its appointed trainers to assist and cover specific topics as appropriate.
12. EXTERNAL TRAINING
Company has training providers for the training of crew on board vessels managed by the Company. These facilities are intended to upgrade the following contract and later contracts with the Company.
13. ANNUAL OFFICERS CONFERENCE
Company will arrange officers’ conferences annually at various locations around the globe. Each Senior Officer attends at least one conference every two years.
14. COMPANY SPECIFIC TRAINING REQUIREMENTS
The following courses are not mandatory training as per the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, 1978 (as amended 1995 and 2010). However, these have become essential training requirements within the industry, and they are especially popular during vetting inspections where the absence of such training is observed as a deficiency and weakness in the safe operation of the vessel:
- Bridge Team Management (BTM)
- Safety Officer
- Electronic Charts Display & Information System (ECDIS)
- Ship Handling Simulator
The Company policy is to provide training for officers with the following frequencies, ref. Company Training Matrix.

15. Behavioural Competency Assessment Program
The objective of this assessment aims to ensure all onboard officers are comprehensively evaluated for behavioral competencies relevant to their roles. Assessments are conducted both onboard and using simulators ashore by the office. This assessment is a continuous improvement process and should be seen as an opportunity to improve one’s behavior.
Only qualified assessors must conduct assessments. Masters and Chief Engineers must complete the IMO Model Course 1.30.
Assessment by PIC (MTSI/TSI)
The Master and Chief Engineer will be evaluated by the MTSI/TSI and must have completed the IMO Model Course 1.30.
Operational Assessment
Assessors will continuously monitor and evaluate officers throughout operations, culminating in a debriefing and feedback session. Oral questioning may also be employed concurrently during the assessment.
Assessment Criteria
The assessments will cover the following six key domains:
- Teamwork
- Communication and Influencing
- Situational Awareness
- Decision Making
- Results Focus
- Leadership and Managerial Skills
The evaluation will cover the four critical operational areas:
- Navigation
- Mooring
- Cargo Operations
- Engineering
Evaluation Outcomes
The outcomes of the assessments will be categorized as follows:
- Exceptional (consistently exceeds expectations)
- Exceeds Expectations (regularly surpasses expectations)
- Meets Expectations (consistently achieves expectations)
- Needs Improvement (occasionally meets expectations)
- Unsatisfactory (fails to meet expectations)
Note:
Assessments that meet expectations will not require additional comments. Seafarers above or below this standard must include constructive feedback or identify specific training needs respectively.
Reporting and Documentation
The assessment shall be reported in the following forms:
- CRV-19 for onboard assessment by Master/Chief Engineer
- CRW-15 from Office side for Assessment
All the sailing Masters and Chief Engineers are recommended to be assessed at least once a year by the MTSI/TSI. Similarly, every officer is recommended to be assessed annually by the Master and Chief Engineer, as applicable.
Additionally, BCAP evaluations must be completed before promotion to Master, Chief Engineer, Chief Officer, and First Assistant Engineer (2nd Engineer).
The Manning office must share the last BCAP assessment while proposing the seafarers to the Managers (MTSI-TSI).
The Ship Managers (MTSI-TSI) are to ensure that the annual BCAP assessment is planned and carried out for the due officers as per the above requirements.
