This document applies only to vessels provided with paper charts as the primary means and ECDIS as the secondary means of passage planning and navigation.
When paper charts for the voyage are unavailable, the Master shall contact the Marine Superintendent immediately. The following actions are required:
- Detailed risk assessment.
- Verify and confirm that ENC for ECDIS are requested and available. Plan the full passage on ECDIS.
- Assess the possibility of obtaining paper charts prior to departure via agent or by pilot boat if at anchorage before proceeding inbound to the berth.
- Submit the ECDIS passage plan and risk assessment to the Marine Superintendent for further review.
- Vessel TSI shall notify the flag state of the unavailability of paper charts, along with the ECDIS passage plan, safety measures as per the risk assessment, and passage validation.
- All officers must be briefed on contingency measures and the importance of enhanced bridge watchkeeping and position monitoring until the situation is normalized.
CAUTION:
Vessels shall consider installing back-up ENC on back-up hardware if available onboard
e.g. PC or tablet. Marine superintendent and vessel manager shall work closely with vessel to extend required technical support and coordinate with service provider of ENC.
Scanned paper charts should not be considered as preliminary contingency measure due to inadequate accuracy from erroneous transmission of files and distortion of the image
