1. APPLICATION

This document applies to Masters, navigating officers, and watchkeepers onboard fully managed vessels.

2. PURPOSE

The purpose of this document is to specify requirements for passage planning as a means to establish navigational procedures to pre-plan a vessel’s route, to monitor its progress, and to share information with bridge team members.

3. REQUIREMENTS

4. RESPONSIBILITIES

Before commencing voyage:

If the port of destination is not known, complete the plan covering a minimum of 72 hours of the intended voyage prior to departure.

5. PREPARATION

Ensure all voyage charts/ENC & publications are on board of appropriate scale & corrected to latest NTM including T&P notices and navigational warnings. Where ENCs are not available, up-to-date Raster Navigational Charts (RNC) may be used together with an appropriate folio of up-to-date paper charts.

Where digital publications are being used, they should be corrected to the latest available notice and installed on two independent computers.

Where the vessel has both paper charts as well as ECDIS fitted on-board, either of the two can be used as the primary means of navigation after discussion with the Marine Superintendent.

For Company’s vessels equipped with approved Electronic Chart Display and Information System (ECDIS) and meeting the carriage requirements for ECDIS as a primary means of navigation in accordance with SOLAS, Reg.V/19.2.1.4 – V/19.2.1.5, the Electronic Nautical Charts must be considered as the Primary Navigational Charts System, further identified in their individual SEQ form E.

If the back-up is ECDIS, it must be loaded with relevant official charts and the voyage plan before commencement of the voyage. Similarly, if paper charts are being used as the back-up, they must be readily available, and the voyage plan must be indicated on the charts. The back-up arrangement must be ready for immediate use, particularly when in confined waters. Position to be regularly verified on the secondary system, such that in case of primary system failure, the vessel can immediately navigate on the secondary system.

Where the Master requires any additional chart(s) / publication to ensure the safety of the vessel through more complete coverage, then he should not hesitate to obtain such chart(s) / publications locally or to procure the permit for the ENC / Digital publications from the contracted ENC supplier (like TRANSAS / Chartco) and thence to inform the Company of such purchase in order that the chart agents may amend their records.

Publications on-board are to be monitored using company FOM 2.1 Ship manuals and publications.

If any discrepancies are noted on-board in the Chart and publications outfits, whether paper or electronic, these are to be reported to the Marine Superintendent.

Note: In February 2013, the Gujarat Maritime Board (GMB) issued a notice that Indian charts were to be kept on board when entering into the Gujarat coast.
Caution: Include information in relevant HSSEQ circulars regarding particular routings or requirements for local charts.

5.1 T&P Corrections on ECDIS/Admiralty Information Overlay (AIO)

Navigating Officer shall:

On paper charts or vessels where ECDIS is not installed with software that allows display of AIO:

Where software is installed in ECDIS to permit use of Admiralty Information Overlay (AIO):

Note: AIO provides additional information provided by the UKHO to bring ENC produced by other countries up to the same standard as the UKHO paper chart standard. Such information includes T&P's and are known as ePNMs. The AIO can be fully integrated with some ECDIS units. For more information on AIO, see FOM 3.24 Definitions and technical details of ECDIS.
Caution: Not all ENC producers include Temporary and Preliminary (T&P) Notices to Mariners (NMs) in their ENCs.
Where they are not included in the local ENC, T&P NMs issued for ADMIRALTY paper charts are available through the ADMIRALTY Information Overlay (AIO). ADMIRALTY T&P NMs are also available through the ADMIRALTY Digital Catalogue.
Various ENC producers adopt different methods to promulgate T&P. Some hydrographic offices produce a standard ENC update file for both permanent and T&P notices wherever possible. Others use time-related attributes of the ECDIS unit to control when new information is displayed.

The designated Navigation Officer must check the latest version of the Current Status of T&P NMs in ENCs (UKHO) to determine which ENCs to be used during the voyage (if any) need to be updated manually on ECDIS. The following link provides a table listing the countries that are available in AVCS and whether they issue Temporary and Preliminary information in their ENCs:

As a guide, the first two letters of an ENC identity are the producer country code (e.g., FR for France or ZA for South Africa).

5.2 Navigational Warnings on ECDIS/Marine Information Objects (MIO)

On paper charts or vessels where Nav Warnings/NAVTEX messages cannot be automatically plotted on ECDIS:

After making the appropriate entry for Navarea warning/NAVTEX messages, suitable annotation shall also be made against the message received and filed in Navarea/Navtex message file to indicate that the warning has been physically made on the paper chart/ENC.

On ECDIS where NAVTEX/Nav Warnings can be displayed automatically / Marine Information Objects (MIO):

6. PLANNING

Note: Verify air draft calculations to be in compliance with company criteria. The KTM height used for calculation to be verified from approved documents/drawings.
Caution: Prefer greater distance to shorter, more hazardous routes.
Don’t overlook the possibility of machinery breakdown at a critical moment.

Note: Compare the intended course alteration against the actual track to become fully familiar with the vessel's behavior.
Note: In addition to noting the details of the plan onto the “passage plan” forms, mark the prominent details of the plan on the charts.
