1 APPLICATION
This document applies to all Oil Tankers managed by Company.
2 PURPOSE
The purpose of this document is to provide general introduction to operation of oil tankers with emphasis on Hazards.
3 RESPONSIBILITIES
The roles and responsibilities during loading, discharge, ballasting and tank cleaning operation:

Master:
• Overall in-charge for arrival, departure, cargo documents.
• Send at least one cargo plan per month to Marine Superintendent for random review, when applicable. Marine Superintendent should review the cargo plans on random basis while ensuring that at least one cargo plan of each vessel is reviewed every 3 months.

Chief Officer:
• Overall in-charge of loading, discharging, ballasting and tank cleaning operation.

Chief Engineer:
• Ensure operational readiness all machinery required for loading, discharging, ballasting and tank cleaning operation.

Deck officers:
• To follow loading plan, discharging plan, ballasting and tanks cleaning instructions.

Deck Crew:
• Assist in loading, discharging, ballasting and tank cleaning operations and
• Tend to moorings, gangway and other duties as instructed.
Manning levels:

• Master shall ensure adequate level of manning to ensure that cargo operations are carried out safely, and that emergency situations and security can be managed at all times.
• Details of manning levels on the vessel and the terminal/shore should be discussed during the pre-transfer conference to ensure all parties involved in the ship/shore interface are fully aware of the availability of staff to handle operational and emergency situations.
• Minimum cargo watch manning levels requirement as follows:

Note:
- Pumpman and other ratings cannot be delegated immediate responsibility of cargo related operations whether the vessel is at sea or in port.
- Cargo related operations must be supervised by a certified deck officer at all times.
